For companies and vendors looking to do business with the state of Maryland, the eMaryland Marketplace Advantage (eMMA) is a very robust system.

Looking for RFPs or a listing of available procurements? With contracting opportunities from state, county and local government entities, eMMA is an online procurement tool that provides businesses with access to state procurement information. Registered vendors will receive notices of bid opportunities, can submit bid responses, and may obtain bid results online. The majority of Maryland procurements are conducted through eMMA.

eMMA’s Mission

“Ensure Maryland’s government procures the highest quality materials, equipment, supplies, and services of every description essential to needs, enabled through the state’s centralized eProcurement program.”

Minority Business Enterprise (MBE) Program

The state’s overall goal for MBE participation is 29% of the dollar value of each agency’s total procurements through direct or indirect MBE participation.
Vendors must meet all eligibility requirements and complete a certification process administered by MDOT’s Office of Minority Business Enterprise to be certified MD MBE.

Competitive Sealed Proposals (CSP)

Contracts are awarded based upon the best value to the state
A winning proposal will be the most advantageous to the state considering the price and the evaluation factors set forth
Request for Proposals (RFPs) are issued
Price and technical acuity both play a part in CSPs
Best and Final Offers (BAFOs) – Offerors can modify their offers to reflect their best prices or any changes to the scope of work
