July 1 marks one of Maryland’s primary effective dates for legislation passed during the 2026 legislative session. Utility RELIEF Act – Implements a variety of energy-related measures, including changes intended to reduce electric costs, streamline certain residential solar processes, and establish new energy efficiency programs.

Consumer Product Enforcement – Expands the authority of the Alcohol, Tobacco, and Cannabis Commission to regulate and enforce laws relating to unauthorized consumable products sold by retailers.

Phone-Free Schools Act – Requires each local school system to develop and implement a “bell-to-bell” policy limiting student use of personal electronic devices during the school day, with implementation required by the 2027–2028 school year.

Public Health Updates – Several laws affecting public health administration, vaccinations, and healthcare governance became effective as part of this year’s legislative package.

Local Government and Fiscal Measures – New legislation establishes a task force to study local government revenue options and includes additional measures affecting municipal and county operations.
